DCA have completed 17 single authority and sub-regional Strategic Housing Market Assessments (SHMA) and have supported 12 authorities at Core Strategy, all of which have been found to be sound. DCA also have the capacity to undertake Viability Assessments.

An SHMA will provide the robust evidence base, particularly with regard to the future balance of supply and demand in terms of tenure, type, size and location and affordability, to inform local development plans. The analysis has to be robust since proposals for tenure and type mix will be scrutinised and potentially challenged at LDF Examination.

Our SHMA's provide a robust evidence base in the development and future refinement of local authorities' Local Housing Strategies. It will inform the development of community care services, private rented sector housing policy, Community strategy, and other local housing partnership strategies.

The whole purpose of having a good evidence base is to ensure that policies and programmes address priority needs, to deliver better outcomes and are used to target resources and determine spending priorities.

What will the information I provide be used for?



Data is gathered in DCA surveys for social research purposes. Most of our surveys are designed to study the housing / accommodation needs of particular groups. The information you provide will not be used to identify you or your household.

DCA comply fully with the eight data protection principles of good information handling which Data Controllers are required to follow when handling personal data. The eight principles are that personal data:-

  • Shall be processed fairly and lawfully.
  • Shall be obtained only for one or more specified and lawful purposes, and shall not be further processed in any manner incompatible with that purpose or those purposes.
  • Shall be adequate, relevant and not excessive in relation to the purpose or purposes for which they are processed”.
  • Shall be accurate and, where necessary, kept up to date.
  • Processed for any purpose or purposes shall not be kept for longer than is necessary for that purpose or those purposes.
  • Personal data shall be processed in accordance with the rights of data subjects under this Act.
  • Appropriate technical and organisational measures shall be taken against unauthorised or unlawful processing of personal data and against accidental loss or destruction of, or damage to, personal data.
  • Personal data shall not be transferred to a country or territory outside the European Economic Area, unless that country or territory ensures an adequate level of protection of the rights and freedoms of data subjects in relation to the processing of personal data.
